China Economic Net, Beijing, December 6 (Reporter Guo Wenpei) In order to promote the development of integrated medical and nursing services and provide high-quality, efficient and accessible integrated medical and nursing services for the elderly, the General Office of the National Health Commission, the General Office of the Ministry of Civil Affairs, the General Office of the State Administration of Traditional Chinese Medicine, and the General Office of the State Administration of Disease Control and Prevention recently jointly issued the "Notice on Deepening the Agreement Cooperation between Medical and Health Institutions and Nursing Institutions" (hereinafter referred to as the "Notice"). The "Notice" puts forward requirements in terms of the content, safety, mechanism, and model of the agreement cooperation.
In terms of the content of cooperation, the "Notice" proposes to establish an agreement cooperation mechanism between grassroots medical and health institutions and nursing institutions with a focus on the grassroots. Support nursing institutions with needs to connect with community health service centers (stations), township health centers, village clinics and other grassroots medical and health institutions in their jurisdiction, and actively carry out agreement cooperation. Grassroots medical and health institutions should include the elderly living in cooperative nursing institutions into the scope of family doctor contract services, provide basic public health services and basic medical services, and continuously improve service quality. For elderly people aged 65 and above living in nursing homes, we can explore the implementation of annual centralized home health checkups.
The results of the health checkups should be fed back to the person or guardian in a timely manner, and health services should be provided according to the results of the checkups. Encourage grassroots medical and health institutions with conditions to provide home medical and health services for the elderly living in nursing homes.
At the same time, develop multi-level agreements and cooperation between medical and health institutions and nursing homes according to local conditions, support nursing homes that are willing to cooperate, and actively connect with general hospitals, traditional Chinese medicine hospitals, specialist hospitals and other institutions to carry out agreement cooperation. Encourage nursing homes to give priority to agreement cooperation with surrounding rehabilitation, nursing, hospice and other medical and health institutions. Medical and health institutions should give full play to the role of geriatric medicine, rehabilitation medicine and other departments to provide professional services and attract social forces to participate.
The "Notice" encourages the development of embedded services and proposes: Promote the sinking and extension of high-quality medical resources. Medical and health institutions with conditions can set up medical service sites within the contracted nursing homes and provide embedded services in accordance with laws and regulations. Grassroots medical and health institutions can set up family doctor studios within the contracted nursing homes to provide nearby and convenient services for the elderly.
In addition, the Notice advocates the exploration of trusteeship-style cooperation agreements. Elderly care institutions can explore entrusting the management and operation of medical and health institutions such as in-house medical rooms and clinics to the medical and health institutions that cooperate with the agreement. The two parties negotiate to determine the trusteeship method on the basis of meeting their respective wishes and clarifying their rights and obligations, relevant legal responsibilities, and dispute resolution methods.
In terms of safety, the Notice emphasizes strengthening the standardization of cooperation agreements between medical and health institutions and elderly care institutions to ensure the safe provision of services. Medical and health institutions and elderly care institutions should carry out cooperation agreements in accordance with laws and regulations. Medical and health institutions should have the corresponding qualifications and capabilities, and elderly care institutions should register elderly care institutions. Personnel providing medical and health services under the agreement should have the corresponding professional qualifications. Medical and health institutions should do a good job in registering the practice locations of doctors in multiple institutions in accordance with laws and regulations.
